In light of the advice you've received about doing a cost benefit analysis, I wanted to suggest two ARMA International publications by William Saffady, Ph.D., that could be extremely helpful:
** "Digital Document Management" offers guidance for planning, selecting, and implementing document management systems and services. It includes a step-by-step, worksheet-based method for calculating implementation costs, a model request for proposal, and a cost justification example. (Catalog #A4760)
** "Cost Analysis Concepts and Methods for Records Management Projects, 2nd Ed." explains cost analysis and cost justification concepts and methods using records management examples.
