For destroying the permanent records after scanning - it all depends on whether the originals are also considered artifacts (which many are in archival settings).  Scans are usually validated as true copies by the owners of the documents.  That is, even though you use a service bureau to do the scanning, your organization, as "owner" or "custodian" of the records, would be held responsible for validating true copies.

Whether it is feasible for " one non-academic non-profit institution" to scan and keep originals of permanent records depends on the volume, the frequency of access, and the available people to do the research or fetch/carry for users.
