Yes. Email is just a delivery system, like FedEx, UPS, and the US Mail. As Gordy wrote, it's what's inside that counts. (Now I'm sounding like a motivational speaker.)

Just remember that what's important is not whether it is email or some other medium -- that simply affects how you treat the messages. What's important is the content: how long does it need to be retained to meet your agency's operational, legal, compliance, and historical needs?
