Here at NYCEDC, we employees ARE allowed to change the password, and the company can still access the information without it. 

I assume (troublesome word, that) they have a contractual agreement with the cell service provider. 

Also, we mostly use BlackBerry phones.

Still doesn't resolve the BYOD issue, though (we have those, too).
