Kelly, Fred's comments are right on target.  And I mean the totality of his response.  I have conducted similar cost/benefit analysis.  Unless you have unique issues such as a high rate of retrieval look carefully at all costs involved with conversion.  It wouldn't surprise me if you could store your paper for 50 years or more before you see any return on investment by digitizing.  The value of converting paper to digital is in the active phase of the records lifecycle, not in the storage phase.

Feel free to give me a call if you want to discuss this in detail.  It is critical that you consider all aspects of conversion costs including such activities as prepping, scanning, quality control, profiling the documents/files, destruction, etc.  Believe me when I say that you are not the only organization that has considered this with the best of intentions.  Be careful that you don't spend a fortune to save a little money.
