Larry, keep in mind this happened six years ago on the cusp of BYOD and before all of the privacy and data breach events that we now see on a regular basis started to happen, so not much existed on guidance back then.  But, I agree had it been my data, I would have fought back pretty hard too.  

I am certain that the company used the master password that came with the phone for the reset.  I would think that most companies would keep an inventory of master codes for each phone, but again it comes down to what is stated in each corporate phone policy and internal practices.  If a company does not state data ownership in their current technology policy(ies), staff members would have a strong claim to their personal data and destruction or restriction thereof could result in significant claims by staff against their organizations.
