Like anything else, project success/completion depends on "who's driving the project" and the level of support from upper management.  If a company has ECM high on their priority list and are willing to allocate the funding, given the proper IT infrastructure, an ECM could be in place in 6 months.  However, it's my opinion that is more the "exception" versus the rule, as it will require substantive infrastructure and funding to create a comprehensive ECM.   It will also depend on whether the company/organization is public or private, relative to the "regulatory" requirements they may have.  Most private companies will focus more on "making money" projects and defer ECM unless absolutely required.

In short: It's possible, but not highly probable.  Three year is the normal timeline for ECM and that's based on "smooth sailing" and no "rough waters".

I don’t often find myself speechless — ask anyone who knows me — but last week I found myself in a client meeting with absolutely no idea what to say.

We were describing the typical three-year timeline for an ECM roadmap, when an exec interrupted with, “Why does ECM take so long?” She went on to explain that she had rolled out SAP globally in six months at a $30 billion energy company and couldn't understand why you'd need any more time than that to roll out ECM.
