I believe it is in a Tom Clancy book.  "It didn't happen unless you write it down".
This applies to the electronic world as well as the paper world.  If at some point you don't "write it down" ie use it to make a decision, document an actions or confirm status or improve your company, then what do you have it for?

I like this definition of an electronic record.  Data and the application that makes it meaningful.  In other words it has to have some purpose before it is a record.

Anyway that's my take.
