Hi, you pecked my courosity so I did some looking and found for England.
www.royalmail.com which leads to post code secion. You do have to
register, but it might be worth it. I tried France and Germany, but
language became a barrier. As to the last part of your questions, I
have no idea.

Ok I've tried the internet, but obviously my grasp of geography is
less
than I thought it was, since I don't even know what other countries'
political subdivisions are called. Does anyone know where I can find
standardized abbreviations for provinces/states (or whatever they are
called) for European countries? Do many European countries have
postal-type abbreviations like the US, Canada and Australia?
