Having worked in a higher ed system administration atmosphere, it seems
that Business/Aux Services might be good for the connections to
departments and individuals, but a little light on carrying and giving
the authority necessary to implement the program in a way that best
serves the entire university &/or state if a part of state government.
An example might be complying with litigation requests/holds and
discovery activities. Would you most likely pay more attention to an
employee of Counsel, or and employee of the Director of the print shop?
It's a more direct connection to an authoritative source (a bigger
hammer, if you will). Folks on campus pay more attention to upper
administration than front line administration - at least bigger
attention.
The President's Office would be an excellent place, but it's not their
primary focus. If you can get there - more power to ya! It would most
likely be one level down. IT might be a good place - if they have
authority to properly support the program.
There is no real definititive perfect place in higher ed - or anywhere
else. Many university RIM programs are under the library and seem to do
just fine. The correct answer....it depends!

As only a student in records management, I'm not sure how much my two
cents worth will be worth, but...
I worked in a university setting where the records management program
was under the business and auxiliary services department. This seemed
out of place for the legal fact alone--the university president was the
officer of record and received any and all summons'/subpoenas issued to
the university. For the RIM program to be accountable, I always thought
it would be best to put the program directly under the president's
office. That was not only my idea, however.
