That is exactly what we found in our research is that RM is the
scapegoat.  Are there any legal protections for the RM's?  Can someone
explain liability insurance or any other legal protection RM's might
have?

Hear, hear.
I agree that too frequently there is no accountability and much finger
pointing at RM. It may be a bit revealing about my personality but there
is nothing so priceless as the finger pointer's face when a paper or
electronic trail can be followed right back to them.  Even better when
the documant can be found on their desk and returned to the appropriate
center.
