Here in Really-Major-League-Boy-Howdy-Green Boulder County (yes, we
really do fit that "People's Republic of Boulder" stereotype) we end up
with four options for everything that is tossed.  Recyclables, trash,
compostables and shredding.  Composting means that we actually compost
food scraps, napkins, paper towels, paper plates and cups, etc.  We even
buy utensils made from compressed potato starch instead of plastic.  No,
I'm not kidding.  Check out www.ecoproducts.com 

Now mind you, as a government agency, the vast majority of records we
produce are public record.  But at the same time, we do have some things
that need shredded.  At each person's desk, we have two containers -
recycling and trash.  In central areas nearby, though, we also have
compost containers and, for those offices that need it, locked recycle
bins (with slots to insert the documents).  Those bins are taken away by
our vendor and shredded, and then the shreds are pulped and recycled.
It's not ideal, but so far it has worked.

When I heard rumors that our building's management was considering
offering a recycling program to its tenants, I decided to act
preemptively. It is our law firm's policy to shred all confidential
materials, be they the firm's or our client's. However, I still had
visions of confidential materials ending up in the building's recycling
dumpster...
