 "Our vendor makes a dedicated run to our building:  they pick up
locked toters from a secure dock and put them in a locked truck; then,
they go straight back to their shredding facility where it is pulped,
baled and sent directly to the mill for recycling." 

Any time the paper is handled outside of your office, you are at risk. 
Sounds like your system works for you with locked containers going all the 
way to the shredder.  However, what would happen if that vehicle was 
involved in a collision and the truck was ripped open.  No doubt there 
would be critical information all over the road.  Also, I really wonder if 
that truck goes directly back to the plant, or like other companies, has a 
route that they follow and makes many stops.  The greater the time on the 
road, the greater the risk.

And that's where the rubber hits the road (so to speak) for me......risk. 
I still prefer to spend the extra money and have it shredded onsite.  I 
sleep really well at night......
