In Civil Services systems (or any HR system for that matter), describing
what you do (for example, "Develops retention schedules") will go right
over the analysts heads - they will never admit they don't know what you
are talking about, and will just assume its clerical in nature.
Describing how you do it (for example, "Analyzes legal requirements
related to records keeping and recommends appropriate retention
policies") will often result in more appropriate pay scales. I once
managed an 18% pay increase for a records analyst job by doing exactly
that.
