Hello! I'd like to pose a question to the list because I am having a difficult time finding standards or best practices that address my issue. Any help is much appreciated.

I work for a government organization with a very protective HR department (and I realize that they should be in most cases). Currently, as the Director of Records I have access to all employee files that are scanned into our electronic records system, both current and former employee's files. HR is saying that I should not have access to those files because they are confidential. I believe that I should have access to all of my organization's documents. Does anyone have anything in their Records policies that touches on this type of issue? Or do you know of a best practices/standards publication that might mention the scope of items that the Records Department should/shouldn't have access to? I'd like as much back-up as possible for my side of the argument, and documentation of what other's do would be very useful.
