Tim, charges for compiling the information are not uncommon, for
example, in compiling e-mail records to meet a public records request.
However, I agree with Dean - they are subject to abuse and, in my
opinion, are many times used as a barrier to access.
This is one of those areas where government "as a business" and
government "as a civic institution" clash. If government is a business,
then it makes perfectly good sense to externalize costs as much as
possible, and erect barriers to scrutiny of internal operations that do
not add value to the bottom line.
