This is an interesting discussion.  I am not sure it is practical to
dictate to the vendor the type of shelving in their facility.  Being a
firm Capitalist (I know that's probably not politically correct in
today's political environment) I'm not inclined to tell the vendor how
to run their business as long as they meet my needs.

I know that in my organization how high boxes are stacked on the
shelve is not nearly as critical as how responsive the vendor is when
I request records.  It is a risk that my company is willing to live
with.

That being said, when you develop your RFP lay out your expectations
and requirements.  I would also encourage you to visit the vendor's
facilities and don't be afraid to ask questions.
