Both government and the private sector have unique incentives and
disincentives impacting their conduct and actions - leading to issues,
problems, opportunities, and arguments as old as the republic itself.
However, neither has any inherent quality that would lead one to assume
that either would naturally practice poor records management.

To state otherwise is, frankly, offensive.
