mind we're in tornado country here (Oklahoma), which is why I'm torn."

I would suggest you do a risk analysis and determine costs for both 
scenario's.  As Pilar mentioned ground floor space is more expensive than 
basement space.  The practical side of me says stay away from basements if 
at all possible.  There is a greater chance that your records may be 
damaged beyond repair if records are stored in a basement as water flows 
to the lowest point in the building.  On a main floor, the records may get 
wet, but still be salvageable.

In our organization, we have insurance to cover the restoration and repair 
of all critical records.  For us, we are not in tornado country and our 
greatest  risk is from broken pipes or fire. 

Perhaps your critical records could be stored towards the centre of the 
building (as suggested) with your less critical records towards the 
outside.
