As I said, this is an interesting topic.  Should one present the employer
with a list of records that you are taking home, or should we slide down the
slippery slope of "that's mine and I am entitled to keep it"?

In some organizations, public and private, departing employees are permitted
to take copies of certain documents, or records.  
 
I do not have the details of what is permitted at the employer in question,
but a blanket statement that no one is ever allowed to depart any employer
or organization with materials or (copies of) documents would not be
accurate.  
 
In public service such allowances would be even more likely as many records
of our government entities are available under freedom of information
requests.

One of my duties as Records Manager is to ensure files and documents are
produced in response to subpoenas. Another duty is to ensure that terminated
employees do not leave the Firm with either client or Firm files and/or
documents.

U.S. Rep. Jackie Speier, D-Hillsborough, said the memos' author, Larry
Medina, gave the documents to her office last month. She provided copies to
the National Transportation Safety Board and the PUC.

"I was astonished when I saw them," Speier said. "Here was a very talented,
forward-thinking employee at PG&E. He put his finger on one of their
weaknesses, alerted them to it and his job was eliminated. It's just another
nail in PG&E's coffin that suggests that safety was not a high priority."
