John, it's only a best practice, as Ginny said, because it's NOT always the best practice. Records which have intrinsic value should not be destroyed.
In addition, I generally recommend that records which may be destroyed after conversion should be held for a stated period of time to allow for proper quality control of the images and index (however that may be defined; for example, by ANSI/AIIM MS44 and ANSI/AIIM TR34).
