Just as everyone else is saying..."it depends."  We scan a variety of records series, so our scanning standards are different for each series (above and beyond what norm has been set by the courts or industry).  Most of my information on how to start was collected through the ARMA International site.  Lots of good white papers to download.  Luckily we have a scanner where settings such as resolution, background noise, simplex, duplex, color drop-out,etc. can be set and saved, so the operator selects the "job type" before scanning anything.  We take into consideration the ultimate retention and desired use once scanned to determine resolution and format.  It's almost the same sort of research you would do when setting a retention schedule for a record/record series.  I'm not sure if this helps or not - just the thoughts of someone in the trenches.....
