Regarding e-mails I agree that three months waiting time is too long, but I will recommend to check chain of e-mails and establish who will be the primary holder.
Also, simply friendly remind notice to everyone to clean ASAP any personal e-mail, that to be honest, from time to time comes to our work account.
 
Regarding checking access to different databases - I think it make sense when people constantly moving from department to department, but if people stay for a long period of time, it is better to give Tips how to use different databases, especially after vacations, or long term leave -maternity, disability, came back after assignment in other places - good relations with HR is important here.
 
Another tip - how people request for information  - by themselves or divisions have liaison person - do people know how to request the files, how to process files for Records centre, in case people have to do it by themselves?
 
It is possible, if you are allowed - to post some General Recommendations related to Information Security - and Peter' publications are very good source of information( sometimes I also send him something and see he uses it -in case somebody complains about "garbage" coming from Peter - I'm responsible for it too ).
 
Also, if you have some authority above your organization - try to check what does it say about Records and re-post it, with their permission.
What about "rules of publications of records"...
