This may or may not work but from a technology standpoint it should be possible, although going this route you may as well just keep the images.
1-print each image (I think that is called blowback)?
2-scan sheet of paper
3-full text index the images
Basically just convert the microfilm images to digital.  Or as was pointed out by Todd, read each one to get descriptive metadata.  Remember you can 
Have Fast and Good $$$
Have Good and Cheap $$ slower
Have Fast and Cheap $ quality may be suspect

We just inventoried 2000 reels of microfilm and had to read each one of them to get the descriptive metadata we needed to make them an asset for the Company going forward. Many of our reels contain legacy pipeline job information which is still active and being used/researched on a regular basis. The inventory didn't happen overnight, but it was one of those items my employees did during lulls between higher priority projects.
