The General Assembly was thinking more in terms of cost than hiding things.  The law only allows us to charge back actual costs and it is presumed that state residents have a right to information that was created and used with their tax money.   It will be interesting to see what the opinion will be.

You know, this story makes me wonder why Virginia feels they NEED to hide their government records....and of course, I'm speaking of those records that are open for public review.
