Only citizens, taxpayers, and property owners of the state, commonwealth,
city, or county have any rights to public records in their state, city, or
county.
I have long believed that states and cities whose public records requests
laws and policies and state FOIA laws and polities were not restricted to
citizens and property owners did not serve their constituents adequately.
