while difficult to 'benchmark' one can get an insight into their
organizations business continuity plans by holding/conducting regular
tests/exercises of the plan. these can be desktop exercises or full-blown
field exercises.

at a former employer (an O&G company) we regularly tested our oil spill
response plan. these exercises helped us find the flaws in the plan as well
as get people (company personnel, contractors, government and media)
prepared for when the real thing happened.

these exercises even involved deploying to the field to test equipment, set
up etc.
