Yes, Pilar it's a big deal and calls for celebration.  It can only happen
the 3rd-14th year of a century, so is certainly rare.  It will happen again
next year on 11-12-13 and on 12-13-14, but then not again until 3003, on
1-2-3003.  Since 1-2-2003 I have celebrated each year on the "seqedate" (as
I like to call it) by pouring myself a glass of fine irish whiskey (three
fingers, neat).  That is certainly a celebratory drink as I usually only
pour two fingers.  ;)
