Implementing a Comprehensive Disposition Strategy at
GAO

Program: You can’t keep everything forever, but you need a
systematic, defensible process before you can dispose of data.  

In the age of big data, records managers
play an important role in helping their organizations manage and preserve large
volumes of information appropriately throughout the records
lifecycle. Effective management at the end of the lifecycle is equally
important as the creation and active use phases. It is essential that a records
management program take the lead in providing appropriate policies and
procedures to allow an organization to dispose of large volumes of data when
they are no longer needed, while ensuring that information with enduring value
for business, legal, or historical purposes is preserved. A defensible and
systematic disposition process protects an organization from legal risk,
ensures records repositories are in compliance with retention policies, and
avoids unnecessary storage and maintenance costs.

Our November program presents a case study
of the GAO’s recent initiative to implement a comprehensive disposition
strategy for records across all agency platforms. Courtney Hanson, GAO
Management Analyst for GAO's Records and Privacy Program, and Cheryl Smith,
Vice President and Senior Records Consultant for NetSmith, Inc., will
discuss how GAO implemented an integrated disposition process that applies to
all agency records in all formats, including paper, electronic records in their
Electronic Records Management System, and other electronic data managed in
agency business systems. They will provide an overview of the agency’s approach
to records retention and disposition processing, and discuss how they used the
process surrounding the quarterly NARA disposal notices as a baseline from
which they designed a streamlined, efficient process for obtaining disposal
approvals from business owners, identifying and preserving legal holds, and
ensuring extended retention for records needed for ongoing work or for
historical preservation.   
  
Speakers:  Courtney Hanson, CIP, is a Management Analyst
at the U.S. Government Accountability Office (GAO), Records and Privacy
Program, and has 7 years of experience in records, information, and archives
management. At GAO, Courtney supports all aspects of the Records and Privacy
Program. Before coming to GAO, Courtney worked for 2 years at the National
Archives and Records Administration in Textual Records Processing. Courtney is
an AIIM Certified Information Professional (CIP), has a Masters in Library
Science (MLS) from the University of Maryland, and a Bachelor of Arts from
Washington College in Chestertown, Maryland. She currently serves as the
Director of Membership for the Metro Maryland ARMA Chapter. 

Cheryl Smith, CRM, Vice
President and Senior RIM consultant for NetSmith, Inc. in Frederick, Maryland,
has over 35 years experience in records and information management, quality
assurance, and program management, including 25 years supporting federal
government customers. Ms. Smith supports the U.S. Government Accountability
Office as the lead of their enterprise electronic records management system
(ERMS) team, and assisted with development of their simplified big-bucket
retention schedules. She is a Certified Records Manager (CRM) and has a Masters
in Library Science from Drexel University. She is a long-time member of the
Metro Maryland ARMA Chapter and serves on the board of the National
Capital Chapter of AIIM.
