Electronic filing is usually considered to be a solution. I think you first need to define the problem, then look at analyzing the problem and then look at possible solutions that will solve the problem or problems you discovered.  I am assuming that somewhere along the line  you were given this task or asked for the resources you need in time, money, etc to  look into the so far undefined problem and come up with a solution.
