We talk about buckets a lot in Records, the first time I heard the term used was in 1992 during a discussion about indexed searches versus folder navigation.
I have heard "The big bucket theory of retention"
Putting documents in buckets to organize.
A Google search for records and buckets came up with some interesting finds
Did you know that Indiana has a Bucket Manager -http://www.in.gov/library/files/Cataloging_Training_Manual_Chapter19.pdf
Contradictions?
Big buckets for simplifying records retention schedules. 
Do Big Buckets = Big Headaches?

My question is, why did we start using that term?  Wouldn't a descriptive word more in line with Records Management like folder or box be more appropriate?
