Good morning to all!  I trust you had a nice Thanksgiving weekend!

A question regarding Records Managers in China, specifically bilingual -Mandarin/English- in the Shanghai area.

Over the past several months we have been searching for a RM to help us establish our RM program in our Shanghai offices.  Most of the CVs we have reviewed were from candidates from neighboring countries, as we experienced a lack of local candidates who meet our requirements - one candidate who was local, actually wanted to practice law more than RM. As mentioned, many of the candidates we received CVs for come from Hong Kong, Singapore, etc., and their salary and relocation requirements are too high to make business sense.  My question is, are other international companies also having a difficult time finding RM candidates within China?  We have our local HR group trying to source candidates for us, it seems that this title/position does not really exist in China.  Could this be true?
