Vladimir and Alex,
 
I agree with Alex, having spent over 10 years in SE Asia and developing off site storage and consulting businesses in most of the area.  There are strong academic records programs in Singapore, Hong Kong and China. (Wuhan University , China, School of Information Management.)  Attended the International Records Conference in Beijing in 1996 and it was opened by the Prime Minister of China.  I was impressed with the cutting edge vendors on display. At that time they were just beginning to embrace electronic records management.  Several hundred locals attended and all 22 Chinese provinces were represented.  Also, China and Hong Kong have a strong government Archive program.
There was a big UNESCO international conference in Vancouver BC this month, I am sure they were in attendance.
