Exactly. What about classified information - confidential, secret, top
secret?  What about "need to know". By who? For what purpose?

Regarding the concealed firearms carry issue and public records - many
public officials, news journalists, and entertainment industry people have
been asked by anti-firearms ownership individuals if they have a concealed
carry license and if they are carrying a weapon, in an attempt to personally
demonize them.  The "pubic person" often replies that the security company
they retain recommends they say "I do not comment on personal security
measures." This way the issue is taken off the table for discussion and the
measures they take for personal security are not publicly revealed to those
that might stalk or harm them. 

These same intent-of-use questions apply to government stored records and
about health related data, which can be used by unethical personals or
organizations for marketing or other unintended purposes. So, we see less
and less personally identifiable information (PID) being gathered unless
there are well-documented reasons for that data adding value to the records.
More cost to gather and store as well as, more complex and risky retention
issues.

So, what might be a compromise RIM/IG solution? If the information was
gathered so that PID could be removed or deleted from queries and only
summary information generated would that satisfy the "journalists"? Would
reports on permits granted by region or county be acceptable? Or would they
insist on the names and addresses of the permit owners? Unfortunately, the
only way to query and report from a system is often embedded in the design
of the system.  These might be a compromise Records Management solution,
that takes into consideration Privacy concerns. But one rarely hears Public
Records demands that are negotiable.

Peter, thanks for the link to the Roanoke story.  Interesting how cavalier
Mr. Trejbal is regarding the "right" of the public to know these facts.
What would he say if we knew what he accessed at the public library?  Would
he endorse the publication of those living in his state who have been
clinically diagnosed with potentially violent mental illness?

It is absurd to use a straw man such as "because the government is involved
it is everyone's business".  There are many government actions (permits,
licenses, investigations, etc.) that should remain closed.  Stripping one
group of their rights to ensure the "rights" of everyone is a terrifying
pursuit.  And as I stated on a local Linked in blog, just because something
is legal does not make it moral.

While we as a profession must operate within the policies of our
environments, I hope our profession can also lead in protecting the
sensitivity of information.  From the ARMA Website, here is part of the Code
of Professional Responsibility.  You must each decide where lies the debate
concerning records of gun owners.

.	Affirm the legal, ethical, and moral use of information. 

.	Affirm that the collection, maintenance, distribution, and use of
information about individuals is a privilege in trust: the right to privacy
of all individuals 	must be both promoted and upheld. 

.	Support the free flow of publicly available information as a
necessary condition for an informed and educated society.
