Although I am sensitive to the privacy concerns voiced by the Putnam County
Records Clerk, I agree that he has to follow the law. He probably should
have gone ahead and said that he had to publish them anyway. And for people
to change the laws if they disagreed with him.
But there really are more concerns today about the potential misuse of
information. Our laws need a finer granularity to deal with it. However, it
is also quite legitimate to hold responsible the users and publishers of the
information for any consequences resulting from their own actions.

The County Clerk who broke the law --- the public records law --- would be
sued in court, lose the lawsuit, and the records would then be published.
As Dwight said, if you don't like a law --- any law --- you go to the
relevant legislature and try to convince it to change the law.
Other public records includes DMV licenses and registrations, land title
records (see the New York City ACRIS system, for example,

assessments, amongst others.

not really but you bring up a point that the Putnam County clerk alluded to
when he mentioned that the NY law was implemented 30 years ago. since that
time we've seen a tremendous change in how information/records are created,
captured and maintained. Such laws should be reviewed on a regular basis.
We are now more concerned about the protection of PID then we were 30 years
ago when it was much more difficult to get that information which started
with a trip down to the records building.
I understand where you're coming from with regards to providing the records,
but put yourself in the place of the Putnam county clerk who has received a
request for the list of gun permit owners for his county. he knows that the
paper requesting the information will just publish the list because it can
since it has already done it for two other counties. Knowing that there will
be a cry of outrage from the public if the information is released is there
not a moral duty to protect law abiding citizens personal information?
