Every state has variations on what may be exempt from disclosure under their Freedom of Information or Sunshine Acts.  Also, most states have some version of a privacy law that further defines what may or may not be disclosed and to whom.  What is considered accessible will vary from state to state.  I researched Privacy Laws in 2009 for ARMA Intl. Education Foundation.  The paper is a free download at http://www.armaedfoundation.org/pdfs/Requirements_for_Personal_Information_US_States.pdf and includes a matrix comparing common requirements for each state (Appendix B).
