I think that, as many in our profession morph from "Records Managers" into "Information Governance" professionals, the distinction between records and other types of information will eventually become less of an issue.  For electronic information, I see those with ERM applications that segregate records into a separate repository continuing to make the distinction, though.  Those with ERM applications that manage content in place tend to be less focused on the "record versus non-record" questions.  From a governance perspective, cases can be made for both approaches, but I'd put my money on the "manage in place" solutions winning out in the end.
