Irene, the first question I would ask the architect is how much will it cost to store the records in a professional offsite record storage facility (likely it is far more secure and has better controlled access) for a 10 year period, compared to what their charge will be to design the space, occupy office space at the square footage rates, pay for heat/air and lights, buy and build shelving, trying to find a record and then returning it to the same place. 

And no, I do not work for one of these storage companies. I own a compliance company.
