Deanna, we try for a 5 year review cycle (and don't always meet it). I
think the best way to plan is to monitor events happening in your
particular industry that may impact retention. To give some examples in
local government: the passage of HIPAA impacted medical records retention
(some lower/some higher); tough on crime legislation led to increases in
criminal records retention. A current example: gun legislation may impact
how long we keep records on background checks. In my experience, high
impact events (industry scandals, disasters, 9/11) often lead to longer
retentions (for example, did concerns coming out of the tragic
tsunami/disaster in Japan impact certain records in your industry?);
concerns/demands for efficiencies, de-regulation, even civil liberties
etc... often lead to lower retentions.
