An organization can outsource the administration of specific tasks, e.g., Workers Compensation claims, but cannot outsource its ultimate responsibility for its employees.    Workers Compensation obligations and liabilities can extend across decades, while outsourcing agreements have the potential to change many times during that time period.  I believe that it would be unwise to rely on a 3rd party to maintain records for any organization's primary obligations.
