Tom makes an excellent point, and I should've qualified my earlier comments by saying "with the exception of commercial offsite storage vendors."  Of course we use--and trust commercial offsite storage record centers with our records, and I wouldn't have it any other way.  No offense was intended to any vendor.  However, my point is that if you are outsourcing part of your HR function, for example (or any primary function as Pilar described), to a vendor who will ALSO be maintaining your records, then you need to be aware of any risks that may be associated with that practice with regard to ownership, management, retention, privacy, access, etc.  For those 3rd party vendors with whom we outsource to--and who also maintain our records, we've addressed those concerns in our contracts with them, as Tom suggested.
