Another wonderful "it depends" question.

Primary factors are who regulates you and where the retention guidance
comes from.  If you know what "cycle" they are on for issuing new guidance,
or if you are on direct distribution from them when new guidance is issued,
then that would pretty much set the schedule for you.

If there are a broad selection of sources, and some update annually, other
bi-annually, etc. the same would hold true.

If you aren't regulated, but are still impacted by State, Federal or other
laws (for your HR, medical, property, or whatever) for a portion of your
records, then you should discuss with your Legal or Risk management
organization how frequently they think is appropriate for you to allow
between review/revision cycles.  Ultimately, it's these folks who will have
to respond to any decisions to fail to update and revise retention periods
for records your organization retains.

Depending on the number of record series you have and how complex your
schedule is, scanning it annually and "touching" each series every two
years doesn't seem absurd.  If you have a list of citations for the
sources, it's not that difficult to do.
