Talk about attempting to divert responsibility!

Early in the article the Fed talks about ultimate responsibility and the
need for better systems, but then they go on to say:

""The Federal Reserve System is aware that information was obtained by
exploiting a temporary vulnerability in a website vendor product," a Fed
spokesman told BankInfoSecurity on Feb. 7. "The exposure was fixed shortly
after discovery and is no longer an issue."

So I guess the question to ask is  WHO allowed this 'vendor website
product' to have the ability to access the system in the first place?
