In 1973, when I supervised the movement of MAG-13 S&C Files and RPS documents from Chu Lai to El Toro, we left the document in their locked safes (beefed up filing cabinets) and placed the safes in a locked container (specifically a Conex box).  We also  had a t least one armed guard until we reached their final destination.



For Craig's purposes, I suggest:



1.       That he keeps the documents in their (hopefully locked) filing cabinets.

2.       Place the cabinets in a suitable locked container.

3.       Barcode the filing cabinets and the locked container (if there are multiple containers).

4.       Have enough staff accompany the move to provide adequate security.



I'll also note that this seems to be pretty much what he had in mind in the first place.
