Just to chime in on this subject...
The National Archives of Australia has information on "Conducting an
Information Review" at

Although it is aimed at Australian Commonwealth Government agencies, I
think that the basic message could be adapted to all types of
organisations in any jurisdiction.
Because an information review should cover all 'information assets' of
an organisation, data mapping would be a part of the process. One of
the secondary benefits of an information review is providing some
information to assist in developing a retention schedule.
