In DC we have an ethics opinion (DC Bar Op. 283) which we have used as a standard for disposition. In that case the Bar concluded, if a client representation has effectively been concluded for more than 5 years and the client has not requested the files, you must still make a reasonable effort to contact the client.  If the client cannot be located or does not respond, you may then destroy the files.
 
I recommend looking in the appropriate bar for support for disposition.
 
To Lee's point, unfortunately administrators did not read her book.  This has the benefit of requiring our services to answer the question.
