So LTFS would not be useable for vital records storage, since they must be sent off-site to be of value.  How would you be able to separate the vital records so they could be protected?  Would you then duplicate the tape production to a system that can be encrypted in order to capture the vital records?  I think I would just use a tape production system that can be encrypted to begin with.
