Hi Deb - I'm the Records Officer here at the Wisconsin Department of Employee Trust Funds.  Our records management section manages the records for all Wisconsin Retirement System and benefit programs (health, life, income continuation, etc.) for state and local government employees in Wisconsin.  We image incoming mail into workflow and we also image additional paperwork from the work units after they've processed a workflow job (we call these dropfile documents as we are just imaging them to be added to the folder for the participant).  

Our staff QC all the work they do for both jobs of work.  They compare image to paper for each and every piece in addition to checking the image quality, correct index, etc.  For the daily mail, the business units do a second QC when they open the jobs.  Any that are unacceptable are routed back for correction or rescanning as needed.  For the dropfiled documents, a second QC is done by the leadworker on select batches from boxes to check for consistency in quality and index.  Any errors are brought to the staff person's attention.  If we see the errors for a certain person go up we do more QC of their work until it improves.  Lost or unusable documents are unacceptable here as most impact retirement system members benefit rights.

I have another question from a customer, any input will be helpful.

What are other companies doing for quality control (QCing) after documents have been scanned to verify the pages are scanned correctly and legible.  E.g., are companies QCing every page, 10 pages per box, etc.  What processes are used for QCing images?
