City initiated contract change that allowed file destruction - Springfield,

The city of Springfield — not the police union — suggested internal-affairs
files be destroyed a year early, according to city records.

The contract change was presented to the Police Benevolent and Protective
Association No. 5 on April 23 — two days before the city was required to
respond to a Freedom of Information Act request for the internal-affairs
file of Deputy Police Chief Cliff Buscher.
