My organization is seeking information on how/whether staff may be able to guide requestors in the wording of their requests so as to limit the volume of records requested to things the requestor actually wants/needs, thereby avoiding "catch all" type requests.

I've never provided this type of service to requestors, as I feel my role is to facilitate access to public records while protecting confidential content. I'm concerned this practice could lead to some complications with regard fairness and consistency toward requestors. I'm also particularly worried about "guidance" that would result in asking the requestor why they are requesting certain records and/or how they're intending to use them.

How have y'all approached this issue? Are there other resources you've consulted to help guide your practice? Thanks!
